The name of this program, HiFi MP3 Cutter, really doesn't tell you all of its functions. It's actually a tool for cutting MP3 files into smaller fragments, but it's also a tool to convert those fragments in MP3 to other formats like OGG or WAV.
The most interesting thing about HiFi MP3 Cutter is the high precision and quality of the cut, letting you select the exact fragment you want. The resulting audio loses no quality from the original MP3. It also comes equipped with its own ID3 tag editor to fill in the information in the resulting audio (title, artist, year, track, genre, comments, etc).
As if that wasn't enough, HiFi MP3 Cutter comes equipped with a mini player where you can listen to the audio you cut and convert.
